Which projects need NoCs?
All projects/interventions (local or national NGO/IO) in NWFP targeting internally displaced population due to complex emergency and population affected by conflict require No Objection Certificate (NOC) from Provincial Relief Commissioner NWFP.
How to submit project proposals?
To obtain a NOC there is a set of procedures which must be followed to support the timely and efficient processing of NOCs requests. These procedures are outlined below to help clarify to partner organizations the steps. A project proposal filled out in the format developed by Director General Provincial Disaster Management Authority (DG PDMA)/ Provincial Relief Commissioner (PRC) is the first step for obtaining NOC. This proposal must be supported with a few documents which are listed below.
Proposals can be submitted in hard or soft copy.
1. Project proposal (Also highlight cluster/clusters you will be coordinating with)
2. Supporting documents:
a. Covering letter from the NGO/Organization to DG PDMA/PRC NWFP
b. Profile of the NGO
c. Registration Proof (INGO from EAD - NGOs from Social Welfare
Department)
d. Time-lines for the proposed project
e. Declare source of funding for the projects
f. Details and Timeline for the activities (log framework)
g. Any other supporting Document (if required)
Where to submit project proposals?
Project proposals are to be submitted to The DG, PDMA/ PRC Office, Peshawar.
Proposal and supporting document can be sent through email as well. (Scanned signed copies)

Who to copy in the submission of proposals?
The Copies of the proposal/s are to be submitted to relevant clusters heads (lists attached) and Director Social Welfare Department, NWFP
How long does it take to process a NOCs?
Upon the complete submission of the project proposal and its supporting documents to DG PDMA/PRC and subsequent concurrence of the cluster lead and Social Welfare Department, it takes an average 1 week to process the NOC requests. NOC’s will be vetted through government cluster leads.
What are the requirements for reporting and coordination?
- NGO/IO needs to provide twice a month project activity report along with Who is doing what where report to the PRC
- NGO/IO needs to coordinate the projects through designated clusters

Do NGOs need NOC’s from other government department as well?
Only ERU/PRC NWFP will provide NOC for NGO/IO operations, however NGO/IO needs to coordinate with government focal points in the clusters. |
